David graduated with two honors degrees from the University of California in 1979. He finished law school in Portland in 1986. His employment has always involved community based legal work in a broad area of personal injury, civil rights, and environmental issues, redressing injury to those without resources to battle giant corporate and government interests. Since founding the firm of Paul & Sugerman, PC in 1991, David has both administered the practice and worked for clients in courts throughout Oregon. David has successfully tried cases to juries in Multnomah, Washington, Clackamas, Marion and Hood River counties. He has worked for clients in nearly every county in Oregon, including Wallowa, Union, Jefferson, Deschutes, Linn, Jackson and Lane Counties.
While teaching lawyers about the rights of injured children and employment law issues, he also serves on the board of directors of one international environmental group and one state-wide group leading the charge for toxic reduction strategies. He has been honored to receive the Alice B. Toeclips award from the Bicycle Transportation Alliance and the Public Justice Award from the Oregon Trial Lawyers Association. He is a member of several groups including the Oregon Trial Lawyers Association and the National Employment Lawyers Association.
